Chief Minister Dr. Mohan Yadav stated that the establishment of industries is akin to building temples. Industries are temples that, like divine blessings, provide livelihoods and prosperity to millions through the power of labor. He remarked that in today’s technological era, even small nations are making remarkable progress, and countries once left behind due to wars are advancing through entrepreneurship.
Dr. Yadav said that under the leadership of Prime Minister Shri Narendra Modi, we are witnessing a transforming India, achieving rapid growth in various sectors. Indore has created a landmark in industrial development and has become the capital of the IT sector. Entrepreneurs like Shri Atul Panchsheel are doing exceptional work in Indore.
The Chief Minister informed that industrial parks are being developed in five major cities of Madhya Pradesh. Countries like Korea, with which India shares deep cultural ties, are also showing keen interest in investing in the state. Representatives from Korea and Japan were present at today’s conclave.
Dr. Yadav announced that investment proposals worth around Rs 20,000 crore have been received through this conclave, which are expected to generate approximately 75,000 jobs. He shared his delight that Today, the foundation stone was laid for 25 percent of the 99 IT-related MoUs signed during the GIS. Symbolising that Madhya Pradesh not only makes promises but also delivers results on the ground.
Major Announcements at the Conclave
Berasia (Bhopal): A mobile and semiconductor device park will be developed, offering world-class infrastructure. A mega project covering around 209 acres will enable large-scale employment. Investments worth about Rs 1,500 crore have already been attracted under the state’s new Space Tech Policy.
Cybersecurity Centre of Excellence: Will be established to usher in a new era in cybersecurity.
Agritech Centre of Excellence: To be set up at IIT Indore, promoting agricultural innovation through AI, cloud computing, and other technologies.
New IT Opportunities: New possibilities will emerge from Pardeshipura IT Park, further strengthening Indore as India's new IT capital.
Four New Facilitation Centres: To be set up in Indore, Bhopal, Jabalpur, and Gwalior to promote IT parks.
IT Startup Support: Startups will be included under the Department of Science and Technology.
IT Park Tower in Bhopal: A new tower will be developed with an investment of Rs 125 crore, offering 3 lakh square feet of leasable space.
Plug and Play Facility: To be created at Devi Ahilya University, Indore, to provide ready-to-use infrastructure for tech startups and companies.
Dr. Yadav emphasised that Madhya Pradesh is no longer just a state of promises but a state that fulfils its commitments and moves steadfastly toward development. He described the "Tech Growth Conclave-2025" as a golden milestone in the state’s techno-industrial journey, marking a historic moment in Madhya Pradesh’s development of techno-industrial infrastructure.
He added that during the Global Investors Summit-2025, Prime Minister Shri Narendra Modi had launched 18 industry-friendly policies prepared by the Madhya Pradesh Government. These policies are now proving crucial for industrial development. Records of rapid industrial establishment have been broken, with industries now being set up within a month.
Economic Progress
Madhya Pradesh’s agricultural growth rate is surging rapidly. A major agricultural fair is scheduled for 3rd May. The state’s per capita income has risen from Rs 11,000 to Rs 1.52 lakh.
Dr. Yadav congratulated all industrial organizations signing MoUs during the conclave and noted that guidelines for four new industrial policies were also released at the event.
Policy guidelines issued for
Space Tech Policy: To encourage research and entrepreneurship in space technology. Bhopal Electronic Manufacturing Cluster 2.0: Under this, investments of Rs 1,500 crore and employment for 75,000 people are anticipated.
Indian Institute of Creative Technology: A regional centre for digital innovation, creative education, and skill development.
Shri Kailash Vijayvargiya, Minister for Urban Development and Housing, Praised Indore for transitioning beyond a two-tier city and becoming a clean, green city, aiming to reduce its temperature by 5 degrees Celsius.
Shri Tulsiram Silawat, Minister for Water Resources: Highlighted the government’s continued efforts in realizing its commitment to industrial development.
Chief Secretary Shri Anurag Jain: Mentioned that 23 out of 90 MoUs signed during the GIS are already in progress within just two months. He emphasized that Madhya Pradesh is leading in facilitating industries with prompt approvals.
Additional Chief Secretary (Information Technology) Shri Sanjay Dubey: Informed that three major sectors—textiles, tourism, and technology—were emphasised during the February GIS. Investments worth Rs 70,000 crore are already being realised on the ground.
A short film produced by the Department of Science and Technology was screened during the event, and guests were welcomed with ceremonial scarves.
Bhoomi-Pujan and Foundation Stone Laying Ceremony
Under CCIP, 5 acres of land have been allotted for the CtrlS Data Center. A 12-megabyte capacity data centre will be constructed at Bhopal’s Badwai IT Park. This project involves an estimated investment of approximately Rs 500 crore, creating direct employment for over 200 people.
Panchshil Infra Developers have been allotted 10 acres of land under CCIP. They will construct an IT building at the Super Corridor in Indore, with a built-up area of approximately 2 million square feet. The estimated investment for this project is around Rs 1,000 crore, providing direct employment to more than 15,000 people.
Drishti IITI Incubation Centre will develop a 120-seater startup space spanning 10,248 square feet at Indore’s Sinhasa IT Park. This facility will play a key role in propelling startups in the state to new heights. The estimated investment is approximately Rs 7 crore, capable of supporting around 120 startup companies.
Chief Minister Dr. Mohan Yadav proudly announced during the conclave that multiple projects were inaugurated today, affirming Madhya Pradesh’s rapid progress toward becoming India's tech hub.
These include:
BEL Centre of Excellence and Software Development Centre: Established in partnership with MPSEDC at Sinhasa IT Park, Indore, focusing on AI technologies. An investment of around Rs 3 crore has created direct employment for approximately 50 people.
Jabalpur IT Park Block B: A ready-to-take building for IT/ITES units constructed by MPSEDC with a Rs 25 crore investment, creating about 500 direct jobs.
CAST Nx (ESDM Startup, Dewas): Specializing in power electronics and AI-IoT solutions, it has attracted Rs 20 crore in investment, generating about 150 jobs.
Workie-Tech Park: An IT/ITES unit inaugurated in Indore with an investment of around Rs 20 crore, offering direct employment to approximately 7,000 people.
Additionally, an investment package worth Rs 452.95 crore has been announced across various industrial sectors, expected to generate over 2,049 jobs in heavy engineering, warehousing and logistics, furniture, food processing, medical devices, and auto components.
Out of these: Six projects underwent bhoomi pujan, involving Rs 195.5 crore investment and projected to create 1,200 new jobs.Five new industrial units were inaugurated, with Rs 32.4 crore investment and 214 jobs created. Allocation letters were issued for five emerging enterprises with a combined investment of Rs 225.05 crore, expected to create 635 new jobs. Twelve allocation letters were also issued to eight companies setting up IT Towers and digital infrastructure projects in Bhopal, Indore, and Jabalpur, under PPP mode.

To provide integrated facilities to investors, a new Incentive Portal was launched, along with guidelines for: MP GCC Policy-2025, MP Semiconductor Policy-2025, MP AVGC-XR Policy-2025, and MP Drone Promotion and Usage Policy-2025
DAV Indore – Plug and Play Facility
DAV Indore is being equipped with plug-and-play spaces to provide ready infrastructure for tech startups and companies.
New digital portals developed by MPSEDC to promote technical efficiency and good governance include:
Investment Portal: A one-stop online platform for IT investors under the Digital India initiative.
Compassionate Appointment Portal: Online application for compassionate appointments after the demise of a government employee.
Madhya Pradesh Administrative Unit Restructuring Commission Portal: For recommendations and restructuring of divisions, districts, tehsils, and development blocks based on geographic conditions and public expectations.
HRMS Mobile App: Managing employment activities from appointment to retirement of government employees.
Formation of Madhya Pradesh Technology Advisory Committee
The Madhya Pradesh Technology Advisory Committee has been formed with national and international technology experts to promote technological growth and innovation in the state. The committee will provide policy guidance and foster public-private partnerships.
