Chief Minister Dr. Mohan Yadav stated that if a citizen’s issue remains unresolved for an extended period due to bureaucratic delays, and the beneficiary is thereby deprived of their rightful claim, it becomes the responsibility of every concerned official to ensure prompt resolution. The CM Helpline is a mechanism designed to address public grievances; however, ideally, issues should be resolved at the level where they originate, without the need for escalation to platforms like the CM Helpline or Samadhan Online. Addressing grievances at the appropriate level is not only an official’s duty but also a reflection of accountable and responsive governance.
Chief Minister Dr. Mohan Yadav addressed public grievances from various districts on Wednesday through the ‘Samadhan Online’ program held at Samatva Bhavan in the CM Residence. During the session, he ordered the suspension of a principal for negligence, issued show-cause notices to four officials, and directed the imposition of a monetary penalty on an insurance company.
Several Issues Resolved
Incentive for Milk Sales: In Seoni district, the issue of non-payment for milk sold by cattle rearer Shri Kundan Giri Goswami was resolved through Samadhan Online. The Chief Minister instructed that awareness be spread at the district level regarding benefits available to milk vendors through the National Dairy Development Board. Financial assistance of Rs. 6 crore has been provided to the Jabalpur Milk Union and Rs. 2 crore to the Gwalior Milk Union. Incentives ranging from Rs. 2 to Rs. 6 per litre are being given for milk sales, along with initiatives for forming new cooperative societies. Milk collection has increased, and 934 new milk collection societies have been formed, along with a rise of around 25,000 milch animals. The CM directed collectors to organize camps to boost milk production, promote cow protection, and increase the popularity of the Sanchi brand.
Subsidy Granted Under Self-Employment Scheme
In Ujjain, entrepreneur Shri Piyush Kabra’s issue regarding non-receipt of subsidy under the Chief Minister Self-Employment Scheme was taken seriously, and the responsible official was penalized. The subsidy amount has now been disbursed. CM Dr. Yadav emphasised timely benefits to all eligible applicants under self-employment and other welfare schemes.
Timely Awarding of Degrees to Students
CM Dr. Yadav instructed all universities to organise convocation ceremonies and ensure timely distribution of degrees to successful students, taking seriously the complaint from Jabalpur resident Dr. Sharad Kumar Sharma about not receiving his degree from the Madhya Pradesh Medical Science University. He directed the higher and medical education departments to take necessary action in this regard.
Penalty on Insurance Company
In Shajapur, the claim of Shri Premsingh Jadoun for crop insurance was unduly delayed. Chief Minister Dr.Yadav ordered the insurance company to process the payment and directed that a monetary penalty be imposed for the delay.
Exemption from Mandi Fees
In Narsinghpur, dal mill operator Shri Nilesh Sahu was granted exemption from mandi fees. Chief Minister Dr. Yadav instructed compensation in similar pending cases as well.
Praise for Police Action in Missing Girl Case
In a case from Sagar district, action was taken to recover a missing girl. The CM praised the police department and directed that similar cases be prioritied through dedicated campaigns across districts.
Pension Disbursed to Applicant
Applicant Smt. Sarojdevi Namdev from Anuppur district received her pension amount through Samadhan Online. CM Dr. instructed swift action in all pending pension cases.
Incentive Paid Under Pratibha Yojana
In Shivpuri district, the CM directed the payment of incentive to a girl student under the Pratibha Yojana.
Principal Suspended
In Vidisha district, student Sumit Sahu received his scholarship after intervention. The Chief Minister directed the Suspension of concerned principal.
Notices to Urban Officials: In Khargone, delays in the second and third installment payments under the Pradhan Mantri Awas Yojana prompted CM Dr. Yadav to issue show-cause notices to the then and current Chief Municipal Officers. Applicant Shri Mahesh Rathore has now received the sanctioned amount.
Water Supply Restored in Rewa
In Rewa, following a complaint by Shri Manish Tiwari regarding lack of water from the Nal-Jal Yojana, the damaged pipeline was repaired by the Water Corporation and supply was restored.
Economic Welfare Grant Released in Harda
In Harda district, applicant Shri Mithun Verma complained about non-receipt of a grant under the Chief Minister’s Economic Welfare Scheme. The district panchayat has now released the funds. Show-cause notices have been issued to the District Project Manager of the State Rural Livelihood Mission and the Lead Bank Manager.
Minister Dr. Yadav congratulated the departments, districts, and officials who showed sensitivity and promptness in resolving public grievances through the Samadhan Online program.
Top Performing Districts and Departments
The CM was informed that Guna district topped in grievance redressal, followed by Singrauli, Raisen, Katni, Sehore, Shajapur, Alirajpur, and Anuppur. Among the departments, Energy, Urban Development & Housing, Food, Panchayat & Rural Development, and Home performed best. The Energy Department resolved 91% of the complaints, while the other departments achieved 88% resolution.
Outstanding Officers
Chief Minister Dr. Yadav appreciated the efforts of three officials who demonstrated exemplary responsiveness by resolving 100% of the complaints assigned to them. The officials commended were Shri K.K. Dubey, Sub-Inspector, Rawatpura Police Station, Bhind; Shri Mahendra Sharma, Sub-Divisional Officer, Public Works Department, Morena; and Shri Sachin Sahu, Assistant Engineer, Urban Administration, Bhopal.
Chief Secretary Shri Anurag Jain, DGP Shri Kailash Makwana, and other senior officials were present during the 'Samadhan Online' program.
