Forest Management: State Government Takes Major Decision
Coordination between Administration and Forest Department
Bhopal, 1 July 2024: The state government has issued orders to implement a new system for the Annual Confidential Report (ACR) of IFS officers. The aim is to increase transparency, efficiency, and cooperation between the various important departments involved in forest management. The new system includes the collector's comment on the DFO's ACR.
Coordination between Forest and Administration is Essential
At the district level, coordination between the forest and administration departments is essential in the Mahatma Gandhi National Rural Employment Guarantee Act, forest management, land acquisition, and mining industries. Even in the current system, the district collector plays an important role in forest management and related matters, and proposals are passed only with the collector's approval. Earlier, district collectors' comments were not included in the ACR process for DFOs. This sometimes led to a lack of coordination between the administration and the department. Similarly, the ACRs of senior IFS officers will now be sent to the Chief Minister through the department's Additional Chief Secretary or Principal Secretary.
Proper Evaluation of Forest Department Officers' Performance
This new review process will ensure a proper evaluation of the officer's performance, taking into account the priorities of both the government and the department. However, the main responsibility of writing the ACR of an IFS officer will still lie with the IFS officers themselves. The comments of the collector and departmental senior officers will provide information about the performance of the forest department in district and state level work. The government believes that the new system will be very useful in bringing coordination, transparency, and better results in forest management related matters.
