Decision to Procure Kodo-Kutki for the First Time
Approval of the ‘Bhavantar’ Scheme to benefit Soybean-Producing Farmers

Chief Minister Dr. Mohan Yadav chaired the Council of Ministers (Cabinet) meeting held at Mantralaya on Tuesday. The Cabinet decided to procure kodo and kutki (Millets) from farmers in major millet-producing districts for the first time, benefiting a large number of tribal farmers.
Under the ‘Rani Durgavati Shree-Ann Protsahan Yojana’, procurement of ‘Kodo’ and ‘Kutki’ will be undertaken from farmers in leading production districts Jbalpur, Katni, Mandla, Dindori, Chhindwara, Shahdol, Anuppur, Umaria, Rewa, Sidhi and Singrauli. Based on demand, procurement from farmers of other districts will also be considered.
Procurement will be carried out by Shree Ann Consortium of Farmer-Producer Company Limited (Shree Ann Federation). For Kharif 2025, approximately 30,000 metric tons of millets, ‘Kutki’ at ₹3,500 per quintal and Kodo at ₹2,500 per quintal, will be procured. The Federation will receive an interest-free loan of ₹80 crore from the State’s Price Stabilisation Fund. Additionally, an incentive of ₹1,000 per quintal will be directly transferred (DBT) to the bank accounts of eligible farmers.
Approval for ‘Bhavantar Scheme’ for Soybean Farmers

Under this, Soybean will be sold in the state’s notified mandis from October 24, 2025, to January 15, 2026. The model rate will be calculated based on the weighted average of soybean prices over 14 days in state mandis. The difference between the Minimum Support Price (MSP) and the market/model rate will be transferred via DBT to the registered farmers’ bank accounts. The MSP has been fixed at ₹5,328 per quintal.
In Principle Approval for ‘Resham Samriddhi Yojana’
The Cabinet approved, in principle, the implementation of the ‘Resham Samriddhi Yojana’, under the Government of India’s ‘Silk Samagra-2’ scheme with a 25% state share. Beneficiaries will receive assistance for 23 silk production activities. General category beneficiaries will receive 75% subsidy, while Scheduled Caste and Scheduled Tribe beneficiaries will receive 90%, with respective beneficiary shares of 25% and 10%. The total unit cost has increased from ₹3.65 lakh to ₹5 lakh. For general category beneficiaries, assistance includes ₹2.50 lakh (Central share), ₹1.25 lakh (State share), and ₹1.25 lakh (beneficiary share). For SC/ST beneficiaries, assistance includes ₹3.25 lakh (Central share), ₹1.25 lakh (State share), and ₹0.50 lakh (beneficiary share). This scheme will significantly benefit silk farmers by ensuring continuous employment and increased income in the mulberry, vanya, and post-cocoon sectors.
Approval for Implementation of ‘RAMP’ Scheme
The Cabinet granted approval in principle to implement the RAMP (Raising and Accelerating MSME Performance) program of the MSME (Ministry of Micro, Small and Medium Enterprises), Government of India. The total approved project budget for the state is ₹105.36 crore, including a 30% state share of ₹31.60 crore.
DR Relief Increased for Pensioners and Family Pensioners
The Cabinet approved an increase in the DR(Dearness Relief) payable to state government pensioners and family pensioners. The DR rate has been raised from 53% to 55% under the Seventh Pay Commission and from 246% to 252% under the Sixth Pay Commission, effective September 1, 2025 (payable from October 2025). This increase will result in an additional financial burden of approximately ₹170 crore on the state exchequer for the current financial year. The decision aligns with the communication from the Government of Chhattisgarh dated August 25, 2025.
New Provisions in ‘Sardar Patel Coaching Training Scheme
The Cabinet approved the inclusion of new provisions in the existing Sardar Patel Coaching and Training Scheme, 2021. Under this, 5,000 youth from backward and minority communities will be provided free pre-examination coaching for various employment-oriented competitive exams during the financial years 2025–26 and 2026–27.
Other Decisions
The Cabinet also approved the time-bound promotion of Constable (SAF) Arun Singh Bhadoriya, 15th Battalion SAF, Indore, to the post of Head Constable (SAF).
