October 10, 2024: In a major step towards digital transformation, Madhya Pradesh Chief Minister Dr. Mohan Yadav inaugurated the “Sampada 2.0” portal and mobile app, a new system designed for online document registration, marking a significant milestone in the state's digital journey.

Speaking at the event held at Kushabhau Thakre International Convention Centre, Chief Minister Dr. Yadav hailed the initiative as a key part of Prime Minister Narendra Modi’s Digital India Mission. He emphasized that innovations like zero-balance accounts, online transactions, and now e-registrations have simplified the lives of citizens. He described “Sampada 2.0” as a technological breakthrough that would not only transform document registration in Madhya Pradesh but also serve as a model for other states to follow.

“Previously, citizens had to visit offices for document registration, but with this new system, they can complete the process from the comfort of their homes. This marks a significant step in the direction of a paperless, transparent, and efficient government,” said Dr. Yadav.

New GIS Technology for Enhanced Services

During the launch, the Chief Minister also highlighted two new projects assigned to Madhya Pradesh by the central government. These include the GIS mapping of 120 cities, which will be executed by the state’s IT department in collaboration with the Department of Science and Technology, and the establishment of GIS labs across all districts in the state.

“Madhya Pradesh is making great strides in IT, and with innovations like Sampada 2.0, we are moving towards a fully paperless system,” Dr. Yadav said.

Key Features of “Sampada 2.0”

The new system integrates advanced technologies to streamline the document registration process. It is designed to link with the Revenue, Finance, Urban Administration departments, GST, and Aadhaar’s Unique ID. Property rates based on location can now be easily accessed via the app, and the platform will also enable biometric identification, document formatting, and GIS mapping of properties.

Through “Sampada 2.0,” citizens can complete document registration without being physically present. Verified documents will be sent to applicants via WhatsApp and email.

“This innovative system will simplify and accelerate property registration, eliminating the need for in-person visits and making the entire process more transparent and corruption-free,” said Dr. Yadav.

Transforming Registration with Ease of Living

Under the guidance of Prime Minister Modi, Madhya Pradesh continues to adopt technological innovations that enhance the quality of life for its citizens. The Sampada 2.0 platform aligns with the government’s goal of making registration systems smoother and more accessible. Citizens can now not only register their properties but also sell them online from anywhere in the country—or even abroad.

This will save time and reduce unnecessary bureaucratic delays, ensuring that the system is efficient and citizen-friendly.

User Experiences with “Sampada 2.0”

At the launch event, Chief Minister Dr. Yadav interacted virtually with citizens who had already benefited from the new platform. Surendra Singh Chakrawat from Hong Kong shared how he was able to register a Power of Attorney document for his property in Ratlam remotely using “Sampada 2.0.” Similarly, 78-year-old Dr. Shakti Malik, originally from Jabalpur and currently residing in Delhi, expressed her satisfaction with the system. “What I used to travel to Ratlam for, I could now do from Delhi,” she said.

International Recognition for “Sampada 2.0”

In a virtual interaction with Dr. Yadav, Mariano Matias from Spain remarked that even his home country has not yet implemented an e-registry system like “Sampada 2.0.” He thanked the Chief Minister and his team, saying, “What hasn’t been done in Spain, Madhya Pradesh has accomplished.”

Notably, the registration of a metro rail corporation’s work contract in Madhya Pradesh was done using “Sampada 2.0,” with the involvement of Ayesa Ingeniera Y Arquitectura S.A.U., a Spanish company, marking another major achievement for the platform.

Madhya Pradesh Leading in Digital Registration

Deputy Chief Minister Jagdish Devda highlighted that Madhya Pradesh is the first state in India to implement a fully transparent online document registration system. After successful pilot programs in four districts, the Sampada 2.0 system is now being rolled out statewide. With a mobile app providing location-based property guidelines and an entirely paperless process, the system is expected to minimize errors and increase efficiency.

Recognizing Excellence

During the event, Chief Minister Dr. Yadav also recognized and honored officials and employees from the Registration Department who have excelled in implementing the new system. A short film showcasing the features of “Sampada 2.0” was screened, and Dr. Yadav received a memento—a portrait of Lord Krishna—presented by the Department of Commercial Taxes.

This new platform, by streamlining the entire process, is set to revolutionize property registration, making Madhya Pradesh a leader in digital governance in India.
