Taking a major step toward making the registration process completely digital and transparent, the Madhya Pradesh government has initiated the full paperless e-registration of documents through the Sampada 2.0 system. Chief Minister Dr. Mohan Yadav stated that this technology-driven system will ensure faster services to citizens while enhancing transparency and ease in administration.
The Registration and Stamps Department is among the major revenue-generating departments of the state. Around 16 lakh documents are registered annually in Madhya Pradesh, generating more than ₹11,000 crore in revenue each year. Through the department’s web-based Sampada system, facilities for e-registration and e-stamping have been provided, making the entire process end-to-end electronic.
Madhya Pradesh Becomes the First State with Fully Paperless Digital Registration
With the implementation of Sampada 2.0, completely paperless and digital registration of documents has become possible, making Madhya Pradesh the first state in the country to introduce such a system. Under this system, any person can generate e-stamps from anywhere.
Property identification is integrated with the land records and urban administration databases, and geo-tagging of properties is also carried out. This is expected to significantly reduce property-related disputes.
After the complete transfer of agricultural land, a facility for automatic mutation through Cyber Tehsil has also been introduced. In addition, the entire process of the Collector of Stamps Court has been made fully online.
To further strengthen e-governance, a Cyber Registration Office has been established at the Office of the Inspector General of Registration in Bhopal. Through this facility, around 75 types of documents can be registered in a faceless manner. Cyber Sub-Registrars will be able to register documents online from any district of the state.
Under the faceless registration process, parties will be required to complete Aadhaar-based video KYC. After digital execution, the documents will be presented online before the Cyber Sub-Registrar. This will eliminate the need for citizens to visit the Sub-Registrar's office.
Under the new system, documents such as lease, mortgage, de-mortgage, the addition of a wife's or daughter’s name in property and power of attorney can now be prepared and registered online from anywhere. With the use of digital technology, Madhya Pradesh has set a new benchmark in e-governance, and in the coming years, this system will make citizen services even simpler, transparent and reliable.
