Bhopal, July 13, 2024: The Cyber Tehsil initiative has revolutionized the way revenue services are delivered in Madhya Pradesh, making them more citizen-friendly and efficient. By partially eliminating human intervention in the mutation process, Cyber Tehsil has ensured timely resolution of mutation cases, real-time updates of land records after mutation orders, and the availability of verified land records to citizens. The project was implemented across all districts of the state on February 29, 2024.
Prior to Cyber Tehsil: Before the establishment of Cyber Tehsil, citizens had to visit multiple offices for post-registry mutation and its implementation in land records. With the advent of Cyber Tehsil, undisputed mutation cases are now being resolved online after registration, bringing convenience to common citizens.
Legal Framework and Implementation: To realize the concept of Cyber Tehsil, the Cyber Tehsil Process Rules, 2022, were framed after amending the Madhya Pradesh Land Revenue Code, 1959. The Cyber Tehsil module has been launched on the RCMS portal to give concrete shape to Cyber Tehsil.
Key Achievements:
- 72,000 Cases Resolved: Over 72,000 cases have been resolved in Cyber Tehsil across the state, with 100% implementation in land records. Citizens have been provided with digital copies of mutation orders and updated records in real-time (via WhatsApp, email).
- Single Window System: Mutation is done through a "single window" facility in Cyber Tehsil. There is no need to go anywhere after registration.
- End-to-End Online Paperless System: It is an end-to-end online paperless system. With real-time updation of land records, the entire process is transparent and fair.
- Public Notices and Online Claims: Public notices are displayed on the RCMS portal. It also provides the facility to submit claims and objections online. Patwari reports are also online.
- Average Disposal Time: The average disposal time for cases is 17 to 20 days.
- Real-time Order Delivery: Citizens are sent copies of orders passed by the Cyber Tehsildar in real-time via email/WhatsApp.
Awards and Recognition:
- E-Governance Digitech Award: The Cyber Tehsil initiative, launched by the state government, was awarded the 'Excellence Award in Digitization of Citizen Service Delivery' in the E-Governance Digitech Award category in 2023.
- Digital India E-Governance Award: It was also awarded the 'ELETS India Innovation Award-2023' under the Digital India E-Governance Awards.
Visits by Delegations from Other States:
Delegations from various states have visited Madhya Pradesh to understand and adopt the Cyber Tehsil project. Teams from Andhra Pradesh and Uttarakhand visited the state to understand the system and discussed its implementation in their respective states with officials. A team led by the Joint Secretary, DOLEAR, Government of India, also visited the state. A team of senior officers of BISAG-N Ahmedabad, Gujarat state, also visited to study the Cyber Tehsil system. A presentation on Cyber Tehsil was also given to Phase-2 officers in Labasa Mussoorie.
