MP Govt. to fill Govt. vacant posts on massive scale soon

Chief Minister Dr. Mohan Yadav has reiterated state government’s commitment to providing opportunities to the youth in government services under as promised in the “Sankalp Patra 2024” . Pursuing this, all formalities for government recruitment are being completed. The recruitment process will begin soon, he added.

Deputy Chief Minister Shri Jagdish Devda directed all departments to complete the necessary formalities related to recruitment so that the year-wise recruitment process can proceed without interruptions.

Following this decision, the earlier instructions and orders issued by the General Administration Department will stand null and void. However, for the posts for which recruitment processes have already been completed by the departments as of October 30, 2024, will not be deemed void. These include positions for direct recruitment where the recruitment process has been forwarded to the Employees Selection Board, MP Public Service Commission, or other relevant agencies. Additionally, appointments already made but the joining process is pending or where appointment letters are yet to be issued based on examination results will remain valid.

Post Filling Mechanism

For the primary cadre, the administrative departments have been authorized to fill only 5% of the sanctioned posts through direct recruitment. This circular is effective until the fiscal year 2028-29.

The state government has issued guidelines on the calculation of vacancies for direct recruitment in the class - I, II, and III posts. According to this, vacancies will first be calculated for each cadre as of April 1, 2024. Positions that are already under process by the Employees Selection Board, MPPSC, or other institutions will not be included in the vacancy calculation. Also, 43% of positions reserved for the backward classes, which are held post the final exam results, will not be considered in the calculation.

For cadres with vacancies ranging from 1 to 50, recruitment will be done in two phases (50% in FY 2024-25 and the remaining 50% in FY 2025-26). For cadres with vacancies between 51 and 200, recruitment will be done in three phases. If vacancies are less than 33%, recruitment will be done in one go. If vacancies are between 33% and 66%, recruitment will happen annually (8% in 2024-25, 46% in 2025-26, and 46% in 2026-27). If vacancies exceed 66%, the process will be spread over four years (8% in 2024-25, 31% in 2025-26, 31% in 2026-27, and 30% in 2027-28).

In the cadres in which the number of vacancies is more than 200, the following principles will be adopted in relation to filling of posts. If the number of vacancies for direct recruitment is less than 25%, then the vacancies will be filled at one go. If it is 25% or more, but the vacancies for direct recruitment are less than 50%, then the posts will be filled year-wise. In this, 8% posts will be filled in the first year 2024-25, 46% in the second year 2025-26 and 46% in the third year 2026-27. If the vacancies are 50% or more or less than 75%, then 8% posts will be filled in the first year 2024-25, 31% in the second year 2025-26, 31% in the third year 2026-27 and 30% in the fourth year 2027-28.

If direct recruitment positions are 75% or more, recruitment will be spread over several years (8% in 2024-25, 23% in 2025-26, 23% in 2026-27, 23% in 2027-28, and 23% in 2028-29).

No Recruitment on Dying Cadre Posts

Recruitment will not be conducted in any cadres that have been declared as "dying cadres" by the state government. Direct recruitment for vehicle driver positions is not necessary for departments with their own vehicles. These departments are encouraged to consider outsourcing driver services. However, in specific departments where direct recruitment for driver positions is critical, they should submit a proposal to the Finance Department for approval.

Outsourcing of Fourth-Class Employees

For filling fourth-class positions in various state offices, the procedure will follow the outsourcing policy. However, in specific cases where direct recruitment for fourth-class positions is essential, departments should submit a proposal with facts to the Finance Department for approval. It is important to ensure that the cadre management is not affected during the filling of vacancies.
