In a significant move, the Madhya Pradesh state cabinet, chaired by Chief Minister Dr. Mohan Yadav, announced a series of forward-thinking decisions to promote women’s empowerment, bolster agricultural infrastructure, and enhance medical education.
35% Reservation for Women in Civil Services
The cabinet reaffirmed the amendment to the Madhya Pradesh Civil Services (Special Provisions for Women's Employment) Rules, 1997, under an order issued by the Chief Minister on September 13, 2023. As a result, the reservation for women in civil services has been increased to 35%, reinforcing the state’s commitment to enhancing women’s representation in governance.
Establishment of 254 New Fertilizer Sale Centers
To support agricultural development, the cabinet approved the establishment of 254 new fertilizer sales centers across the state for the 2024-25 agricultural cycle (kharif and rabi seasons). The state government will reimburse up to ₹1.72 crore for the estimated expenses on human resources required for these centers, ensuring easy access to essential fertilizers for farmers.
Retirement of Outdated Power Units and Installation of a New 660 MW Ultra Super Critical Unit
In a critical infrastructure decision, the cabinet approved the decommissioning of aged units (Units 6 to 9) at the Satpura Thermal Power Plant in Sarni, with a combined capacity of 830 MW. These units, operational for over 39-44 years, will be retired by September 30, 2024, with disposal through e-auction. As a replacement, the Madhya Pradesh Power Generating Company Limited (MPPGCL) will conduct a feasibility study for a new, advanced 660 MW ultra super critical unit (Unit 13) at the site, ensuring efficient and sustainable power generation for the future.
Age Limit Increased for Recruitment of Medical College Professors
Recognizing the shortage of qualified teaching staff in government medical colleges, the cabinet raised the maximum age limit for the recruitment of assistant professors from 40 to 50 years, enabling experienced professionals to join and strengthen medical education in the state.
Allied Medical Courses and Council Reformation
Pending the National Commission’s regulations under the Allied and Healthcare Council of India Act, 2021, the cabinet approved the continuation of allied medical courses under the existing Madhya Pradesh Paramedical Council Act, 2000. The act will facilitate student registrations, certifications, and exams for paramedical courses for the academic year 2023-24 and future sessions. Once the national regulations are enforced, the reactivated Madhya Pradesh Paramedical Council will be dissolved in alignment with new regulations.
Other Key Decisions
- Digitization of Cooperative Institutions: The cabinet provided in-principle approval for the “Strengthening of Cooperatives through IT Interventions” project, funded by the Ministry of Cooperation, Government of India. With a project cost of ₹3.68 crore, the expenses will be shared, with 60% covered by the central government and 40% by the state. This project aims to streamline operations and improve efficiency through comprehensive computerization of cooperative institutions.
