The second day of the Madhya Pradesh Assembly’s winter session turned intense as the House passed the Municipal Amendment Bill 2025 unanimously. Municipal and Nagar Parishad chairpersons will now be directly elected by citizens.
The Right to Recall window has also been extended from two-and-a-half years to three years.

VIT University Controversy Dominates Discussion

Leader of Opposition (Deputy) Hemant Katare targeted the government over the disturbances at VIT University in Sehore, including poor food, contaminated water and penal actions against students.
He alleged students were fined for reciting the Hanuman Chalisa, calling it a violation of rights.

Higher Education Minister Inder Singh Parmar admitted administrative lapses and said strict action will follow. He added that a permanent police presence has been deployed on campus and legal action under Section 41(2) is being initiated.

Congress MLA Jayvardhan Singh argued that direct elections dilute the role of councillors and raise the risk of horse trading.
He also criticised the government for not conducting Mandi and cooperative elections for years.


Tribal Displacement Concerns Near Narmada

MLA Mahesh Patel alleged plans to remove tribal families living within five kilometres of the Narmada river.
The government clarified that no tribal land will be taken forcibly and no displacements will occur without proper process.

FIR on CAA Support Rally Sparks Tension

During Question Hour, BJP MLA Neena Vikram Verma asked why the FIR registered against a pro-CAA rally in Indore had not been withdrawn, despite the case coming up in the previous session as well.

Minister of State Narendra Shivaji Patel said the charge sheet has not yet been filed in court, and only then can the process move forward.

The reply angered Kailash Vijayvargiya, who said that 80-year-old Vikram Verma is being made to run around police stations and insisted the matter be resolved quickly.
He said the issue has appeared twice in the House and required immediate, serious consideration.


Row Over Battalion Relocation From Khandwa to Khargone

On another question, Minister Patel said that the proposed battalion for Khandwa will now be established in Khargone.

Parliamentary Affairs Minister Kailash Vijayvargiya objected strongly.
He said Khandwa is a sensitive district and requires a battalion more urgently.
Minister Vijay Shah supported the objection, reminding the House that SIMI operatives had once escaped from Khandwa jail and that land for the battalion is already reserved.
